EA tooltip using an icon instead of text.
EA tooltip is preferred. It has Text Editor tooltip creation.

Preferred tootip has Text Edit, so better tip content control.
If a tooltip hides behind other elements, try setting z-index of other element explicitly to 0 and the tooltip z-index to 1.

Tables generated in text editor need to be modified using wp block syntax.
The table can be generated in Text Editor and then in Text mode precede <table> with:
